The Ponca City Refinery is located in Ponca City, Oklahoma, approximately 95 miles northwest of Tulsa, Oklahoma. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization, and delayed coking units. The refinery produces a high percentage of transportation fuels and anode-grade petroleum coke. Refined petroleum products are primarily distributed to customers throughout the Midcontinent region by company-owned and common carrier pipelines.

Community Advisory Council

Year established: 1991

The Ponca City Community Advisory Council (CAC) is dedicated to fostering open communication and understanding between the community and Phillips 66. The mission is to create a space of trust and mutual respect where community concerns and company issues are addressed transparently and honestly.

To achieve this, the CAC actively seeks input from local residents to identify their questions, suggestions, and concerns regarding Phillips 66. CAC meetings are held six times a year and include safety and environmental updates, updates on refinery operations, and community engagement and social impact reports. Additionally, educational segments focusing on environmental topics like air quality and groundwater remediation are often featured, as well as discussions on sustainable development and other pertinent company activities.

Our diverse membership, is made up of approximately 16 community representatives and five to seven Phillips 66 staff, ensures a broad range of perspectives are considered. Members represent various local organizations, including Ponca City Public Schools, Pioneer Technology Center, Northern Oklahoma College, and more. New members are added as necessary to ensure comprehensive representation.

CAC members take their roles seriously. They ask challenging questions and expect honest answers. Combining this dialogue with periodic tours of the refinery allows members to gain firsthand insight into operations and the refinery’s impact on the community.
