Stakeholder engagement

How We Engage with Our Communities: The One Team Approach

We recognize the importance of engaging with our neighbors to understand the needs of our communities as they support our continued industrial progress. We value fair treatment and meaningful involvement of all people regardless of background or income and believe that this involvement will lead to more resilient communities and environments. Our internal strategy recognizes the interaction of many aspects of community engagement to create a One Team Approach: Environmental and Community Resilience. Specifically, we integrate five perspectives—Business Leaders and Operations, Public Affairs, Human Resource, Procurement, and Social Impact—to help us promote resiliency within our communities.

Business Leaders and Operations

Operating safely and responsibly is a fundamental expectation from our communities. We also maintain robust emergency plans to stay prepared for unexpected situations.

Our leaders serve in various roles in their communities, providing additional avenues to listen to understand how we can positively impact our neighbors.

When operational changes affect employees, contractors, labor unions or communities, we plan thoughtfully for a just transition that prioritizes stakeholder safety and well-being. We aim to mitigate impacts through redeployment, skills training and community renewal, referencing the International Labor Organization’s guiding principles.

We must follow applicable regulations regarding environmental, social and health assessments before beginning new site operations. Our social risk assessments help identify potential issues about proposed routes or projects. We strive to keep our stakeholders, including our communities, informed through multiple channels, including digital platforms and in-person outreach.

Human Resources

To recruit talent, we collaborate with high schools, colleges, technical schools and community and professional organizations. We also offer intern programs, scholarships and participate in career fairs and outreach events to grow candidate pipelines and build our future-ready workforce.

Employee Resource Groups strengthen community connections through volunteer efforts and strategic partnerships, showcasing our inclusive culture and fostering belonging.

Procurement

The Phillips 66 Supplier Diversity Program stimulates local economic development by providing equal and impartial opportunities to small and diverse businesses within the community, while fostering a more resilient supply base.

Public Affairs

We promote open communication through community awareness campaigns, education and listening panels, social media, our website, public meetings and community hotlines. Our refineries have Community Advisory Panels or Councils (CAPs or CACs), made up of volunteer community members and refinery leadership who meet regularly to discuss topics of mutual interest such as site safety and operating performance, special educational topics, planned maintenance activities, community outreach programs and volunteering opportunities. Our Midstream pipeline operators have year-round education and listening panels to build community awareness.

We respect and actively engage with Indigenous peoples through multiple channels and initiatives. We maintain relationships via our Public Affairs teams, CAPs and CACs, particularly with tribes near our operational facilities. We seek to involve tribal representatives in our emergency training and drills.

Social Impact

Phillips 66 creates purposeful partnerships and aims to strengthen economic, social and environmental resilience and vitality in the communities where our employees live and work.
