The Bayway Refinery is located on the New York Harbor in Linden, New Jersey. Bayway’s facilities include crude distilling, naphtha reforming, fluid catalytic cracking, solvent de-asphalting, hydrodesulfurization and alkylation units. The complex also includes a polypropylene plant with the capacity to produce up to 775 million pounds per year. The refinery produces a high percentage of transportation fuels, as well as petrochemical feedstocks, residual fuel oil and home heating oil. Refined petroleum products are distributed to East Coast customers by pipeline, barge, railcar and truck.

Community Advisory Panel

Year established: 1998

The Bayway Refinery Community Advisory Panel (CAP) meetings are attended by representatives from the member companies as well as community members. The goal of each meeting is to promote a better understanding of the companies and their facilities and operations by maintaining an open dialogue with the CAP. In addition, CAP meetings serve as a forum for updating the CAP on issues of importance to the local communities.

The Bayway Community Advisory Panel is sponsored by five member companies operating facilities at the site: Phillips 66 Bayway Refinery, Infineum USA L.P., Cogen Technologies Linden Venture, Chemours and Eastman Chemicals, as well as three neighboring companies: NuStar Energy, PSE&G Linden Generating Station, and Linden VFT. Together they host approximately 35 citizen members from four local communities — Linden, Elizabeth, Rahway and Staten Island.

CAP members are selected because they have an interest in plant operations and related topics. Members are associated with or represent civic groups; education; emergency response; environment; health care; merchants/business; municipal government; neighbors or senior citizens. While most CAP members are volunteers, certain elected and appointed officials serve as members due to their positions within the community.
