Los Angeles Refinery

After more than a century of safe, reliable and environmentally responsible operations in Wilmington and Carson, the Phillips 66 Los Angeles Refinery has been idled.

Phillips 66 is pursuing redevelopment of the sites to maximize the value of the land for both shareholders and the community, create potential synergy with its proximity to the Port of Los Angeles and reduce emissions. Redevelopment project applications with the City of Los Angeles for its Wilmington facility (‘Five Points Union’ project) and City of Carson for its Carson facility (‘Diamond Gateway’ project) have been filed. This process initiates review of the development projects, which will take several more years to complete and include many additional opportunities for public and agency input.

The proposed Five Points Union project reimagines the Wilmington site into a publicly accessible Town Center with restaurants, playgrounds, outdoor gathering spaces and sports facilities in addition to a Commerce Center.

Community Advisory Panel

Year established: 1995

The Los Angeles Refinery Community Advisory Panel (CAP) was launched in 1995. The goal of the CAP is to create an atmosphere of open communication and partnership with neighboring community leaders. The CAP is instrumental in helping us provide information to stakeholders and hear from them on issues or concerns. Each CAP meeting features a brief presentation on refinery operations, a health and safety update, a community relations update, a question and answer session and an opportunity for community leaders to talk about their own activities.

The CAP is comprised of approximately 80 community leaders including educators, neighbors, public safety officers, elected officials, representatives of nonprofit organizations and neighborhood councils from the areas surrounding our Carson and Wilmington facilities.

Meetings are held quarterly.
