Positioning Phillips 66 as a Leader in Renewable Fuels

Phillips 66 made a final investment decision to move forward with our Rodeo Renewed project in 2022, transforming our San Francisco Refinery into one of the world’s largest renewable fuels facilities.

In June 2024, the Rodeo Renewable Energy Complex reached the company’s goal of achieving full capacity of approximately 50,000 BPD (800 million gallons per year) of renewable fuels. This marks a significant step in Phillips 66’s commitment to play a meaningful role in the energy transition and provide customers with lower-carbon solutions.

The complex, which will be partially powered by solar energy, uses feedstocks like waste oils, fats, greases and vegetable oils. Its geographic location, unique processing infrastructure and flexible transportation logistics make it a world-class supplier of renewable fuels, significantly reducing life-cycle carbon emissions as compared to conventional fuels.

Community Advisory Panel

Year established: 1995

The goal of the Rodeo Renewable Energy Complex Community Advisory Panel (CAP) is to create an atmosphere of open communication and partnership  with those who live or work nearby. Meeting monthly since it was formed in 1995, the CAP’s membership is comprised of local businesses, residents, and agency representatives from neighboring areas of Crockett, Port Costa, Rodeo, and Tormey.

In its advisory role, the CAP provides input to the Rodeo Renewable Energy Complex in areas relating to the environment health and safety, community success, and creating employment opportunities. In its role as liaison, the CAP provides surrounding communities with updates and information, asks questions, brings up issues and raises concerns regarding the Rodeo Renewable Energy Complex and its operations.
